Use a custom log4j file for the TimeMonitor

      Description

      Currently SIGNSERVER_HOME/conf/log4j.properties is used both by the different CLIs and other applications like the TimeMonitor.

      However we would like the TimeMonitor to have its own log file with only its log and also when not running the TimeMonitor we don't want this log file to be created.

      To do this we should make the TimeMonitor look for a configuration file called "timemonitor-log4j.properties" instead.
