Use ISO 8601 date format for absolute CertificateValidity, LogjDevice and in interfaces

      Description

      In the certificate profiles, the validity date is still server timezone dependent. This should be "yyyy-MM-dd HH:mm:ssZZ" instead. Upgrade code should be provided for full backwards compatibility.

      Log4jLogDevice writes the time of the event in a Locale dependent manner. This should be configurable and default to "yyyy-MM-dd HH:mm:ssZZ".

      In the Admin GUI all absolute dates should be shown with proper time zone and same for input.

      The EJBCA WS interface should accept absolute dates in the form "yyyy-MM-dd HH:mm:ssZZ" and return with "yyyy-MM-dd HH:mm:ssZZ" where ZZ is UTC (WS clients does not need to be aware of server location).

      Internally EJBCA will store absolute dates in UserData's extendedInformation as "yyyy-MM-dd HH:mm". In this case the UTC time zone is implied.
