      Description

      Reproduction steps
      1. Make sure that there are no CT logs in the System Configuration. Remove them otherwise.
      2. Create a Publisher
      3. Set the Publisher Type to "CTCustomPublisher"
      4. Click Save and Test connection.

      Actual result:
      It reports success even though there aren't any CT logs.

      Expected result:
      Should report an error message that explains that there are no CT logs configured.
