System test application check should use systemtest.properties

      Description

      modules/systemtests/build.xml targets "assert-appserverrunning" and "assert-appserverrunning-ocsp" currently use
      http://localhost:${httpserver.pubhttp}/...
as URL for detecting the presence of a deployed EJBCA.

It would make more sense to source conf/systemtests.properties and if available use
      http://${target.hostname}:${target.port.http}/...
      for this detection.

Also, org.ejbca.ui.web.pub.cluster.WebEjbcaClearCacheTest should be converted to run behind a proxy, like org.ejbca.core.protocol.ocsp.ProtocolOcspTestBase.ProtocolOcspTestBase(String, String, String).
