Show user friendly page when a file upload is too large

      Description

      Currently, an HTTP status 500 (internal server error) error and a stack trace is shown when a file is larger than the minimum limit (which seems to be 10KB in publicweb and 100 KB in adminweb by default)

      It would be more user-friendly if we instead showed a nice error page. The error message could simply be the exception message in this case, since it includes useful information (configured maximum file size and the uploaded file's size).

      I'm not sure how we could implement this, because I don't think we can catch the exception directly from Java code. Perhaps we could use some kind of filtering?
