      Description

      We should notify the user when the RA is not connected to a CA.

      In ECA-5977 I created a method isBackendAvailable in RaAccessBean which controls when the RA notification message is shown and when it's not.

      To determine whether the RA was connected to at least one CA I tried with

      getAuthorization(new AlwaysAllowLocalAuthenticationToken(newUsernamePrincipal(this.getClass().getName())))
      

      and

      getAuthorization(null) 
      

      but they didn't work as expected.

      The current code is

      !raMasterApiProxyBean.
                          getAuthorization(raAuthenticationBean.getAuthenticationToken()).
                          getAccessRules().
                          isEmpty();
      

      This works as expected but will also show the notification message if the user has no access rights to the CA.

      This ticket was partially implemented in ECA-5977.
