keyRecover WS call forwarded over peer connection throws if not available locally

      Description

      This applies to the keyRecover WS call, when forwarded over a peer connection (from an RA to a CA for example).

      The keyRecoverWS method calls "break" instead of "return" in the loop in RaMasterApiProxyBean, which causes exceptions to always be re-thrown even if only one of the local/remote implementations failed. It should succeed in this case.

      The fix is to replace "break" with "return".
