      Description

The CT specificatiom RFC 6962 specifies that the Root CA certificate may or may not be included in a submission to CT logs. To save bytes, time and space, we should not include it. It will not be used by the CT logs so it is redundant data. The smaller size we send, the faster and more reliable it should be.
