Ignore Top Level Domains field in CAA Validators no longer work

      Description

      Presumably since the validators UI backing code was rewritten, saving multiple values with semicolon separators is no longer supported; any values after the first divider will be ignored in the UI and subsequently dropped when the validator is saved. 

      This can be fixed by converting the field to a multi-line text field, much as for the issuers in 6.14 or the domain ignore field already existing. 

      Since this field has been around from the start, we'll need to upgrade previously created validators to the new format. In order to ensure 100% uptime this should be done lazily, in other words both ';' and "\n" should be considered valid delimiters.
