ScpPublisher: Destination URL for Certificates has to be valid path even if not used

      Description

      When configuring an ScpPublisher (Custom Publisher) to only publish CRLs, the 'Destination URL for Certificates' field has to be a valid 'hostname:/path/' or there is strange behaviour. If the publisher is used to publish only CRLs or only certificates, the unused path should not matter and not cause any errors/interfere with the used publishing

       

      If the field is empty or does not contain a 'hostname:', an error is logged when trying to publish. See https://jira.primekey.se/browse/ECA-7582

       

      If 'Destination URL for Certificates' is set to e.g. 'localhost:some_name', CRLs will be published to the path specified in ' Destination URL for CRLs' field and the CRL file name will be 'some_name' instead of the CRL fingerprint.
