      Description

      As discovered in linked issue, there are "grey zone" cases where end entities cannot have a publisher defined. E.g. if a certificate is issued with a profile of type "Sub CA" intended for external CA signing (unknown to EJBCA), a publisher cannot be defined for the profile, nor the CA itself.

      Proposed solution: Investigate and make it possible to define publishers for certificate profiles of type "Sub CA".
