Add the ability to dismiss individual tickets

      Description

      Add the ability to dismiss a ticket by clicking on it. The dismissed ticket should appear in a list of dismissed tickets in the System Configuration's page where it can be enabled again. Only users with the access rule "Edit System Configuration" should be able to dismiss tickets.

      A ticket is dismissed permanently, i.e. the setting should be saved in the database.
