There should be a new phase "Approval" for Validators (in additon to pre-cert, issuance, etc.) to perform validation during approval.
Validation should then be executed either 1) when the approval is created (requires persistence) or 2) when viewing an approval. This needs to work on the "Manage Request" page, via the RA API (a follow up ticket here could be to show it in the AdminWeb also)
This should be displayed as a message on the "Manage Request" and a checkbox for the admin to has confirm.
In the Edit Validator page, then probably the Log, Abort, etc options are not applicable when the "Approval" phase is selected.
