CRL Partition: CA does not retain CRL Partition settings

      Description

      STEPS:
      1 Downloaded the latest from trunk @ 11:43 March 20
      2. ant clean build deployear
      3. Using the UI, Edit an existing CA
      4. Use CRL Partitions, true. Enter values for number of partitions and revoked partitions
      5. Save CA
      6. Edit CA and check Use CRL Partition settings

      RESULTS: Use CRL Partitions is checked off
      EXPECTED: Settings to be retained.

      7. Goto terminal and run command sh ejbca.sh ca editca catest --field usePartitionedCrl true

      RESULTS:
      Modifying 'catest'...
      Current value of usePartitionedCrl is 'false'.
      Storing modified CA info for CA 'catest'...
      Reading modified value for verification...
      usePartitionedCrl returned value 'false'.

      EXPECTED:

      The last link to reflect true instead of false.
